Born in Corpus Christi, Richard graduated from Columbia College in New York City in 1974 and earned his law degree from the University of Houston Law Center. He was licensed in Texas on November 1, 1976.
Within a year of passing the bar, he was prosecuting first-degree felonies as an assistant district attorney in Nueces County, including murder, aggravated sexual assault, and armed robbery cases.
